In order to respond and adapt to the changing times in a flexible and prompt manner, the Korean government has been making efforts to change the operating system of national standards to a bottom-up structure with the private sectors leading and the government participating by introducing and operating the pan-ministerial participatory standard system. However, the state is faced with a demand for more innovative improvement having to deal with complicated circumstances of the modern society. Therefore, this study aims to suggests a direction for improving the governance of national standards of Korea by examining the current situations of national standards governance and drawing an alternative model from revising the existing network governance model in accordance with the context surrounding the operating system of national standards. As a result of examining the current situations surrounding the governance of national standards of Korea, various problems were found such as the lack of role and activeness of the private sector; passive participation of the administrative departments as well as the Ministry of Trade, Industry and Energy and the Ministry of Science and ITC; lack of speed with establishment and revision in the active competition for preoccupancy of standards according to the vitalization of fusion and convergence; and absence of a third party organization for efficient arbitration during private-private, private-public and public-public cooperation or conflict situations. Based on these findings, the past, present and future alternatives of national standards governance in Korea were classified. As a result of examining the functional excellence of governance models, it was found that the most functional model is the ‘Independent Administrative Organization’, followed by the ‘Distributed Self-governed’, ‘lead organization’ and the ‘Distributed Hierarchy.’ In particular, the Independent Administrative Organizations network as an alternative governance model is judged to be superior in terms of securing market acceptance, speed with establishment and revision as well as appropriateness and justification of the role of private sector because both the private and public sectors participate on even ground and communicate in a cooperative manner through the third party organization.

The purpose of this study is to empirically analyze the factors that influence the escape of the social enterprise voluntary management disclosure system. In order to create a transparent ecosystem of social enterprises, the government introduced an voluntary management disclosure system in 2011. However, there was a lack of interest in whether the voluntary management disclosure system works in line with the purpose of systematically managing the performance of social enterprises and contributing to creating a stable ecosystem. In addition, there were many companies that escape from the management disclosure system. As a result, this study conducted panel logistic analysis to find impact factors of the escape from the voluntary management disclosure system, and the results are as follows. First, it has been shown that the smaller asset of social enterprises are, the more likely they will escape from the management disclosure system. Second, social enterprises with high economic performance are more likely to escape from the management disclosure system, and social enterprises with high social investment in profit are more likely to escape from the management disclosure system. Third, social enterprises with more than five years of certification are more likely to escape from the management disclosure system as their assets are smaller. Finally, both social enterprises with a certification period of less than five years and those with more than five years are more likely to escape from the management disclosure system as their economic performance are high. Based on these results, the need to establish an voluntary management disclosure system to manage the performance of social enterprises in a more systematic manner is emphasized, and the escape of the management disclosure system indirectly detects the risk signal that unstable social enterprises have difficulty surviving. This suggests that a suitable support policy is needed.

How to effectively learning the social value of service to korean enterprise which devoted to economic value of profit? In response to this question, this research came from the work that public sector find out and spread best practice. On this, we carried out a case comparison in public and private sector. As a result of analysis, it shows that best practice of social value also spreads to the private sector in Korea which leaded by public sector. Because, sustainable development created when corporation makes economic value and social value together, considering relationship with society as business strategy. But, strategy of social value creation with public and private must consider each institution’s mission. In case of evaluating social value, we should give autonomy to each institution for excluding application of specific indicators or choosing weight of indicator. Also, selecting best practice of social value, we should lay stress on examples of active or creative administration case which correspond with nature of institution.

The present study examined the antecedents affecting perceived competitiveness for integrated organizations including public institutions and private company. Six antecedents included perceived vision, leadership, personnel, culture, structural inertia and communication. A mobile-based online survey was conducted and data were collected from 116 and 145 respondents from 16 integrated public institutions and 14 private companies, respectively. A series of scale refinement process was performed to evaluate internal consistency and common method bias of the measures of variables. An exploratory factor analysis was conducted to identify latent variables from item measures. A confirmatory factor analysis was performed to evaluate construct validity including convergent validity and discriminant validity. The results from a structural equation model analysis indicated that, (1) perceived vision, structural inertia and communication were found to significantly impact perceived competitiveness for integrated organization and (2) the betta coefficient for communication was the greatest among three significant predictors of perceived competitiveness. In addition, multiple-group analysis was performed to examine whether the effects of six antecedents on perceived competitiveness differed between public institution and private company. The measurement uniformity of public institution and private company, however, was found to be statistically significant, and thus the effects of antecedents on competitiveness were not different from each other.

Even when leaders show desirable leadership styles, the effectiveness of their behaviors on employees’ work-related outcomes may be influenced by the organizational context. Nonetheless, previous empirical research on the relationship between ethical leadership and organizational commitment has largely ignored the moderating role of procedural justice in public administration. Using survey data drawn from the Korean government, this study explores how ethical leadership and procedural justice affect organizational commitment as well as moderating effect of procedural justice on the relationship between ethical leadership and organizational commitment. The statistical results indicate that ethical leadership is positively related to organizational commitment whereas the impact of procedural justice on organizational commitment is insignificant. Further analysis shows that procedural justice significantly moderates the relationship between the ethical leadership and organizational commitment such that organizations benefit more from ethical leaders with high levels of procedural justice in increasing employees’ organizational commitment. The implications and contributions of these results for public administration are discussed.

This study presents policy implications by comparing and analyzing, which is based on the development stages of community development projects and ICA(Institutional Collective Action) framework, the influential factors influencing the performance of community development projects. Previous study simply presented the influence factors without distinction between three stages of growth such as formation, development, settlement. From this limitation, This study has critical significance in that it analyzed the important factors through empirical research in terms of the stage of growth of community development projects and its distinctive characteristics. For the social performance model, Analysis results show that participation and support of residents has a great impact on social community performance in all stages of growth of community development projects, and utilization of local resources also has a significant impact on social community performance in development and settlement stages. Moreover, leadership of community representative and network effectiveness with community residents have a critical impact on social community performance in the development stage, and network effectiveness with external supporter has a significant influence on social community performance in the formation stage. For the economic model, analysis results show that fiscal independence, participation and support of residents, simplification of administrative procedures, network effectiveness with governments, and network effectiveness with external supporters have a significant impact on economical community performance in general. From these results, the authors identified that the participation and support of residents are essential requirements for performances regardless of the stage of growth of community development projects. In addition, in order to promote economical development of communities, it is necessary to simplify administrative procedures and establish active networking with governments effectively. Also, in order to enhance social development of communities, it is required to establish solidarity and identity among residents through utilizing local useful resources.
